My take on that bit of the quote is that he's not 'dealing with them' now, just getting a sense of how he will need to deal with them, which negates the obvious explanation he will give that he was adding the time from now up until the election and then just rounding up to 10 years instead of throwing out a messy fraction like 'eight to nine and a half years'.
You know you can hear it coming now; that this will be his line of reasoning. Pre-empting everything because he already takes for granted that he's ascended to the presidency.

The upcoming trip (with stops in Afghanistan and Iraq) is, after all, a "congressional delegation" sponsored by the Foreign Relations Committee. And Obama is the chairman of the European Affairs Subcommittee, which we all know by now oversees the Europe-encompassing alliance NATO.
So unless he's talking about dealing with these guys for the next 8 or 10 years as a U.S. Senator, I think Barry's got some 'splaining to do.
