Break 'em. Bankrupt 'em. Take their "church" compound in Kansas and put 'em out on the street-then seize their cardboard boxes. Get a lien against any future earnings (I'm not a lawyer, so I'm not sure if that's legal). Make 'em lose any tax exempt status.
Frankly there just isn't any limit to the degree to which I want to see Phelps and his gang of inbred litigators persecuted.

It's quite possible that Phelps may win at the Supreme Court level, but as a Policeman friend of mine used to say, "Maybe we can't put you to jail but we can sure take you for a ride downtown".
