Buddy of mine are at an outdoor range outside Colorado Springs. I'm popping a coke can at about a 100 yards with my trusty M-1. I'm feeling pretty good about my shooting. Slow fire, a round every 3-5 seconds. All of a sudden, my coke can starts hopping around like crazy, like it was on crack. I look over, there's two assholes popping away at it. With .22 pistols. Turns out these jokers were from the Olympic team out having a little fun. Fuckers.

I'd say this is more the exception that proves the rule. Officer pulls a guy over and gets into a gunfight-shoot to kill. Works for me.
Here was a situation that had the opportunity to lead to violence to innocents or law enforcement. It was a fairly controlled situation, however. You'll notice that there was a second sniper covering the target. If things went to shit, he could take out the target.
Absolute solutions to human endeavors usually don't work.

My first reaction was the same thing, go for an incapacitating shot, not shooting the gun away. Then I noticed the second guy and realized that it was covered. Considering that it was a controlled site, I can understand why that choice was made. There's a universe of difference between that situation and something happening quickly where the best option is to go for a center mass hit.

Risk to public? Kill
As I said, this is the exception that proves the rule. Normally the shoot to kill issue (really, the use of deadly force) comes from litigation about shootings. Given the difficulty in just hitting a target in a gunfight, you aim center of mass for practicality's sake. Once the decision to shoot has been made, by definition the decision to use deadly force has been made.

A lot less paperwork too. If they were just gonna kill the guy, they sure as hell didn't need a sniper to do it. All the guys standing around him could have just unloaded. Putting a bullet through the head of a nutcase who was only threatening himself is a fucking retarded idea, period.

They had a similar situation in Sarasota a few years back. The guy is there with a gun, that is reason, but they had been talking to him for a hour or so, so he wasnot going anywhere, and SWAT just dropped him.
I do not speed in Sarasota now, you never know what they are going to do to you there.

The decision to fire was not made lightly, several key factors were right for the shoot...someone already mentioned the back-up shooter, also there was a clear field of fire and no bystanders downrange.
I'm not sure what kind of ammo they used but I would have been worried about fragmentation of the round or the targeted pistol. Seems like the energy got soaked up just fine though.
