HAH. Senate Republicans Force Dems To Give Up On Any Obama Recess Appointments
— Dave in Texas

This election cycle, it just gets better and better.

Senate Democrats agreed Wednesday night to a Republican demand to block President Obama from making recess appointments while Congress is out of town campaigning for the midterm elections.

Democratic leaders have agreed to schedule pro-forma sessions of the Senate every week over the next six weeks, a move that will prevent Obama from making emergency appointments, according to Senate sources briefed on the talks.

If you're a Republican, what's it like to find your spine?

On the flip side, if you're a Democrat fighting for re-election, what's it like to find your biggest liability might even be the leader of your own party?

I'll bet it really sucks.

I think its pretty simple.  They know any recess appointment is going to be of the far left variety.  Having that happen will just be one more thing to hammer Obama and the Dems on for the election.  No recess appointments means no news about the horribly unqualified marxists Obama chooses for jobs.

They're not running on their votes for Obamacare.  That makes sense electorally, why talk about something everybody is pissed off about. Consider this move as a similar action to keep from reminding people why they are so pissed off at them.

12 This is good news.  Not just because it prevents President Toonces from making a bad appointment, but because it demonstrates that the Dems are willing to throw their own leader under the bus.  After they recieve an ass whipping in November, it wouldn't suprise me if enough of them are willing to cross party lines on Obamacare to see it repealed.

33 Well, I have gone over all the news sources this morning and there just doesn't appear to be much going on.

There is one story at Fox about the congress sending an intelligence funding bill to the WH for the first time in years. The fight has been over just how much information the intelligence agencies must give congress in general. Everyone knows if you tell all of congress you may as well tell the NYT.

They have come up with a plan. I feel sure that any plan that a Dem congress came up with and which will be approved by a Dem WH is BS.

So be prepared for a lot more articles from the NYT on "secret CIA activities".

Instead of recess appointments to cabinet-level posts, The One is simply redefining them as "czars" or "presidential aides". Elizabeth Warren now controls all of consumer finance in the US, but is officially a "presidential aide" and therefore did not require senate confirmation.

So, to answer your question, the Democrats did it because it stops nothing, and in fact simply helps the administration's movement toward an autonomous presidency.

There's so much the incoming congress needs to do, and one of the first is to reassert its authority over executive appointments.

He makes a quorum call, it fails, so he calls the question for adjounment.

He then calls the Senate back into session, and uses Federal Marshalls to force Senators back to Washington, to vote on the question of adhournment...

Would end up in Court, and be a wonderfull Constitutional mess... but isn't that what Bambi really wants anyway? (ie, a disfunctional Constitution?).

Without a quorum, the Senate can conduct no business: it cannot vote on a motion to adjourn.  It remains in session unless a quorum is again found.

He then calls the Senate back into session, and uses Federal Marshalls to force Senators back to Washington, to vote on the question of adhournment...

The Marshals have nothing to do with this.  Only the Sergeant-at-Arms of the Senate can arrest a Senator to compel their attendance: he may deputize the US Capitol Police, as agents of the legislative branch, to do this.

The courts wouldn't touch it with a ten-foot pole.  The enforcement of Congress's rules is something they have repeatedly held to be a political question and thus non-justiciable.  They don't want to get anywhere near it.
