Blame the EPA: Dutch Oil Spill Response Ships Could Suck 99% of Oil From Gulf, But Can't Get Approved, Because EPA Demands 99.9985% Purity
— Ace

And blame the dreamy-headed idealists.

And blame everyone who allowed this to come to pass.

Why does neither the U.S. government nor U.S. energy companies have on hand the cleanup technology available in Europe? Ironically, the superior European technology runs afoul of U.S. environmental rules. The voracious Dutch vessels, for example, continuously suck up vast quantities of oily water, extract most of the oil and then spit overboard vast quantities of nearly oil-free water. Nearly oil-free isn't good enough for the U.S. regulators, who have a standard of 15 parts per million -- if water isn't at least 99.9985% pure, it may not be returned to the Gulf of Mexico.

When ships in U.S. waters take in oil-contaminated water, they are forced to store it. As U.S. Coast Guard Admiral Thad Allen, the official in charge of the clean-up operation, explained in a press briefing on June 11, "We have skimmed, to date, about 18 million gallons of oily water--the oil has to be decanted from that [and] our yield is usually somewhere around 10% or 15% on that." In other words, U.S. ships have mostly been removing water from the Gulf, requiring them to make up to 10 times as many trips to storage facilities where they off-load their oil-water mixture, an approach Koops calls "crazy."

The Americans, overwhelmed by the catastrophic consequences of the BP spill, finally relented and took the Dutch up on their offer -- but only partly. Because the U.S. didn't want Dutch ships working the Gulf, the U.S. airlifted the Dutch equipment to the Gulf and then retrofitted it to U.S. vessels. And rather than have experienced Dutch crews immediately operate the oil-skimming equipment, to appease labour unions the U.S. postponed the clean-up operation to allow U.S. crews to be trained.

A catastrophe that could have been averted is now playing out.

Unconscionable. Unconscionable.

I read, two weeks ago, two things I could not comprehend:

1) Kevin Costner's oil-separating machines worked

and

2) Kevin Costner's oil-separating machines still had to be cleared by the EPA for use

What? What?

Now I understand: These machines work (and the Dutch machines), but as neither offers the 99.9% purity the EPA demands, it's better to let the coasts be destroyed and the fish killed for a generation.

Note: I am guestimating the 99% figure. The article doesn't specify how clean the Dutch vehicles scrub the oil. I think 99% sounds about ballpark, given that the article says "nearly oil-free."

Can It Get Worse? Just maybe it can.

How he's very patient, waiting for things to unfold? He's trying to prevent a slice. He's actually golfing- all day- in his head.

Once again I maintain the story here is not the accident, but the refusal to act by our Government.

Obama was and is paying out the Political Influence that was purchased by BP and the Unions during his campaign.  He let BP slide for almost a month.  He has protected the interests of the Unions rather than the Gulf Coast and its residents.

This administration should be charged for their actions in this matter.  Their actions were and are criminal.

Excellent analogy. Just as when Hussein [the other Hussein] set fire to the oil fields in Kuwait, causing an environmental disaster, as US forces were approaching to liberate the nation, the current Hussein is going to drench the coast in oil, causing an environmental disaster, as the Conservative army approaches to liberate the US this November.

Here in San Diego, environmental laws protecting habitat were enforced so as to prevent brush from being cut away from property in some areas of the back country. A number of the affected buildings burned as a result.

There were many other buildings that burned due to negligence of course. What I'm talking about is being told to halt the brush clearing on threat of a citation and large fine. In some cases the fire department and the environmental people were both threatening citations, the fire dept. if the land were cleared, the environmental agency if it were not.

I think baked soil coated with ash and benzopyrenes is not what they meant by "habitat." But you know, they meant well. That's the important thing.

The identities of all 12 countries and international organizations were not immediately announced. One country was cited in the State Department statement -- Japan, which is providing two high-speed skimmers and fire containment boom.

More than 30 countries and international organizations have offered to help with the spill. The State Department hasn't indicated why some offers have been accepted and others have not.

74 EPA doesn't matter, it is about Obama. During the campaign, the liberal media pounded and pounded Palin as being unqualified, even though she had several concrete accomplishments and had shown true leadership, and they pounded McCain for picking her. Both McCain and Palin had done much more in their lives than Obama. Meanwhile, the media ignored the fact that Obama had not one, concrete accomplishment, had never been in a situation where he had had to exercise any actual leadership. He gave good speeches, and he managed to get himself elected, that's it. And let's face it, winning elections has more to do with how good your pr people are than any actual leadership. So now all the people who voted for Obama, are whining and bellyaching because he can't handle a crisis. Here's how to get around the EPA: The process of pumping oily water through the Costner/Dutch systems and discharging the slightly oily water ONLY amounts to a topological distortion of the sea surface.

The water is never removed from the Gulf since it's technically connected to the Gulf at all times. It's just a big doughnut. So they're aren't "discharging" water they're only moving it around.

104 But...no sooner were the booms in place than the Coast Guard, perhaps under pressure from the public comments of James Carville, uprooted them and moved them to guard the Louisiana coastline instead.

So Alabama decided on a backup plan. It would buy snare booms to catch the oil as it began to wash up on the beaches.

But...the Fish and Wildlife Administration vetoed the plan, saying it would endanger sea turtles that nest on the beaches.

So Alabama -- ever resourceful -- decided to hire 400 workers to patrol the beaches in person, scooping up oil that had washed ashore.

But...OSHA (the Occupational Safety and Health Administration) refused to allow them to work more than 20 minutes out of every hour and required an hourlong break after 40 minutes of work, so the cleanup proceeded at a very slow pace.

From the Morris link.

When they decide to remove ideological blinders which is to say, "Never."

Recall Bush declared an emergency days before Katrina hit shore and got the Federal response started before a single drop of rain hit beach. Furthermore, the Feds had to beg LA (Blanco most emphatically) to allow the National Guard to enter the state, something she (and essentially the State) blocked. The neighboring States allowed the proper Federal response to function and fared, ultimately, much better despite devastating natural damage.

Yet Obama and his vast Executive are stepping on each others' dicks over this relatively trivial, man-made disaster where we have, as in access to, tools to proactively mitigate the disaster... but won't.

187 In particular, Chris Kirkham of the Times Pic and Ben Raines of the Press-Register should both get Pulitzers.  Time and time again, their reporting has exposed federal incompetence and federal indifference.  Raines is the one who exposed the feds' incompetence on the in-situ burning that could have let officials get control of the spill early.  Kirkham is the one who wrote the explosive story last night about the high-efficiency French skimmers.

On my own blog, I'm running a timeline of events since the explosion, fire and sinking of of the Deepwater Horizon.  Absolutely no objective reading of events since April 20 can lead to a conclusion that this is simple incompetence.  The shit that's gone down over the last ten weeks goes way beyond that.

With Obama's response to the oil spill, one cannot distinguish between innocent happenstance, odd coincidence, or malevolent enemy action as the latter could not be carried out any differently than what is actually happening.  Ergo, it (Obama's ineffective response) must be intentional and must recognized as such by the American people.

Hey Trollface, I realize you drank the Kook-aid, are standing by for your skittle pooping Unicorn and still dream about Obama and his glorious moobs, but some of your stalwarts on the left are starting to get some doubts.  From Obama Lead Cheerleader, Bob Hebert:

By nearly 2 to 1, respondents to the most recent New York Times/CBS News poll believed the United States is on the wrong track. Despite the yelping and destructive machinations of the deficit hawks, employment and the economy are by far the public’s biggest concern. Mr. Obama is paying dearly for his tin ear on this topic. Fifty-four percent of respondents believed he does not have a clear plan for creating jobs. Only 45 percent approved of his overall handling of the economy, compared with 48 percent who disapproved.

This is bureaucracy, pure and simple. This is what screwed Bush during Katrina, and it is what is screwing Obama now. You want to go clean up the oil? Wait a minute -- do you have a fire extinguisher, and the right one? Do you have protective equipment, and the right kinds? For every move that one part of a bureaucracy tries to make there exists another part of it who's job is to check it. What results is inaction.

Obama's solution is to cut through it all by appointing czars. Problem is, he's appointed so many czars they at once become not only a bureaucracy unto themselves but also yet another competing bureaucracy.

It takes determined, hands on executive power to cut through the bureaucracy, to issue orders, and to make things happen.

Problem is: the executive power has preferrd to golf. Obama conceives of himself as the oracle, who emerges from the smoke to provide the hallowed "vision for change". Dealing with the devil in the details? Far from his strong suit. He ran for Wizard, not President.

You never served in the military, precious little Raykon.

I asked you which "arctic unit" you served in and you gave me some nonsense answer.  Then, you showed up a week later and rattled off some bases you had supposedly been stationed at after you'd had time to google up a list.  You still didn't answer the question about which unit, because no matter which one you named, there would be a longtime commenter here who actually did serve in that unit, and they would be able to quiz you on further details, and you would have come up empty and been exposed as not only a dumbfuck, but a liar as well.  And not just any liar, but a shit-sucking bottom-feeder who lied about his military service.

Isn't that right, precious little Raykon?

"To stop the oil flow immediately, I would seek Russia's advice about detonating a nuke over the spill to seal the hole. Then I would do it."

Um, that's not how it works.  You drill a slant shaft well below the ground to a point near the well shaft, insert the nuke, then detonate it.  The ground collapses in on the well, sealing it.  "Detonating a nuke over the spill" wouldn't accomplish dick.

241 I don't think Obama is refusing to act out of incompetence,  nor for creating some sort of political stage for his worthless schemes.

I think he just likes seeing part of the US destroyed.  It's his entire goal.  If he thought a conservative idea would destroy a part of this country,  he would adopt it in a New York minute.

If you will remember,  he did nothing with the ice storms in kentucky last winter.  And Nashville's flooding got no attention from him either.  (In both cases he probably read the reports with glee.)

If we have an earthquake in California,  he won't do squat about that either.  he will just allow the agencies to step on each other while people die in the rubble,  similar to his weak initial response in Haiti,  and the way it was messed up by too many agencies competing.  (In that case,  I think he was satisfied with the US looking bad to other countries.)

He will always choose the action (or inaction) which is the absolute worst for this country.  I have been watching him for almost two years,  and I have yet to see anything he has done that could be considered a positive action to improve things in this country.

He is an evil,  evil man.

President Douchebag doesn't like to be confronted on the oil spill.  What a fricking joke this piece of sh*t is.  Oh my God, what have we done to ourselves elected this socialist incompetent fool?

From Weasel Zippers:

"In the wake of the BP oil spill in the Gulf of Mexico, President Obama today summoned a bipartisan group of over 20 senators to the White House to push for energy and climate change legislation.

But one thing the President did not want to talk about at the meeting was the BP disaster, a Republican source told ABC News. And that, the source said, led to a pointed exchange with GOP senator Lamar Alexander from Tennessee.

“The priority should be fixing the oil spill,” Alexander told the President, according to the source. “That's what any meeting about energy should be about.”

But when Alexander tried to interject the BP leak into the meeting, the source said, the President told the senator, “That’s just your talking point.”

The topic of the post and this discussion thread was equipment which could extract most of the spilled oil from the water in the gulf was not allowed by Obama and his EPA to be used because said equipment didn't extract nearly all of the oil in the water in the gulf. So aSwen, if you were President, what would you do about the spilled oil in the gulf? Would you do the opposite of Obama and his EPA, and allow that equipment to be used? 445 You know, I have seen perfectly rational arguments... but this wasn't one of them. Sarah seems a little funny. A little off, as it were.

We may be dealing with someone who is intellectually challenged. We thought it was a Liberal as they can often be confused with each other.

Perhaps we should just leave it alone until it's mother comes for it?

Then you shouldn't have any problem telling us again, for those of us not particularly inclined to "look up" troll posts.  Where were you stationed?  When?  With what outfit?  I ain't exactly asking for name, rank, and serial number here.

Somehow I'm guessing you'll now claim this couldn't possibly have been handled in over a year.  Why not blame it on Clinton and claim it couldn't have been handled in a decade then?  Isn't that just as useful, productive, and logically consistent?

Yes, we'd have no cars, no coal, no oil, no hydro, no nuclear... and given the "successes" of solar and wind we'd have no electricity, no power, no heat, and be living as subsistence farmers in mud huts... if this is your dream life there are still third-world nations that have this as a career option... you don't need to drive us to that brink, you can simply move to a third-world nation and live like that if you want.

Oh, you meant better? Not hardly. I mean Bush screwed the pooch a few times, but the Goracle would have demanded that pooch regularly "release his second chakra" if you know what I mean...

Will BP go to court and say: Look, we wanted to do all this stuff, and the US Government stopped us, so we are not responsible, and then walk away from this disaster?

Should pensioners lose everything from BP bankruptcy, they bought BP because it was profitable. It was profitable because they broke the rules. Go find a Maddoff victim and commensurate with them.

545 But there is also another point with this EPA stupidity. This rule requires that the ships waste precious fuel in speeding to ports to unload the water and then speed back to the gulf to conduct more operations thereby enhancing global warming. Had the ships stayed in the gulf, fuel consumption would be halved, at the least and our planet would not be killed by the same agency that claims to be saving it

This argues rather strongly, imo, for collapsing the beast now known as the federal government and starting over...sans a few million socialists, who want and truly deserve their own little socialist utiopia here on west side of the Atlantic.

548 This is kind of late but 15/1,000,000 is 0.000015, not 0.0015. That should read 99.999985 parts water, 0.000015 parts water.

I mentioned this earlier on the news item concerning Kevin Costner's clean-up ships.  It is a Federal Regulation for water discharge to the GOM, the maximum oil content in the water is 29 ppm.

This is achieved routinely by both chemical and mechanical methods working together.

The EPA should want to remediate the GOM as quickly; however Obama does not and will handcuff all working operations that will improve the situation.

560 Main problem with the "fish killed for generations" argument is that it's a fucking lie. WHERE are the ongoing fish kills as a result of Deepwater Horizon? There ARE NONE. By now, the heavy crude of the DH spill has already decomposed and been absorbed by the marine environment...an environment that is not only entirely capable of "purifying itself," but that evolved numerous crude-oil-eating organisms over millions of years to handle ONGOING and NATURAL crude oil seepage, long before Mankind ever evolved.
