Analysis: Shockingly Enough, Stimulus Money Awarded More Than Double to Democratic Districts Than Republican Ones
— Ace

This president sure does transcend petty politics and show that there is no red America nor a blue America but just the United States of America.

First: The idea behind the $787 billion stimulus bill is that, if the government spends money where it is the most needed, it will create jobs and trigger economic growth. Hence, we should expect the government to invest more money in districts with higher unemployment rates.

Controlling for the percentage of the district employed in the construction industry, a proxy for the vulnerability to recession of a district, I find no statistical correlation for all relevant unemployment indicators and the allocation of funds. This suggests that unemployment is not the factor leading the awards. Also, I found no correlation between other economic indicators, such as income, and stimulus funding.

Second: On average, Democratic districts received one-and-a-half times as many awards as Republican ones. Democratic districts also received two-and-a-half times more stimulus dollars than Republican districts ($122,127,186,509 vs. $46,139,592,26 . Republican districts also received smaller awards on average. (The average dollars awarded per Republican district is $260,675,663, while the average dollars awarded per Democratic district is $471,533,539.)

Of course, there are more Democratic districts than Republican districts in the Congress. So I checked for the correlation between political indicators and stimulus funding. I found that with the exception of the district’s party affiliation (whether the district’s representation was Republican or Democratic), political variables had no effect on stimulus funds allocation.

The good news here for Republican districts is (as Veronique de Rugy finds) that the stimulus funding was pretty useless anyway, costing $286,000 per job "saved or created (or funded)."

The limit on that is state boundaries, which sometimes get one states' number of districts rounded up and some states' rounded down. But apart from that 5-10% rounding error they all contain about the same number of people.

25 The analysis might be more interesting if you compare "purple" districts.  There are a LOT of districts that voted for McCain (let alone Bush) that have Dem representation.  I'd pick districts that voted  44%-50% for McCain and then compare them according to the party of their representative.  I'll bet it's even more striking.

33 Its likely that this is pretty standard for the kind of spending the "stimlus" package dealt with anyway. Very little is likely to go to rural areas, since it was primarily leftist dream schemes and a little bit of infrastructure. Not a lot of bridges and so on out where red staters tend to congregate.

The one factor that ought to correlate to where the stimulus money went is local unemployment: with some slop factor for the inexact matching between where an infrastructure project has to be built and where the nearby unemployed are, generally the money should be going to where it's "needed" for "job creation" (if you accept the Democrat paradigm that spending stimulus money actually creates jobs).

The fact that Dr. de Rugy found no statistical correlation between her proxy for unemployment and the allocation of stimulus money means that this was never about stimulus in the first place -- except perhaps in the sense of stimulating voters to re-elect Democrats.  And the misallocation of funds based on political affiliation might be a big contributing factor to why the stimulus hasn't helped the employment numbers improve -- and ironically the bad employment numbers make the Democrats look incompetent on the economy, which will contribute to their electoral disaster in November.  Thus trying to punish Republicans has boomeranged on them.

I just know massive subsidy programs administered by Democrats... isn't a good answer to any problem.

Not really much of a shock--most of the money spent so far has gone to prop up underwater state and municipal budgets, particularly Medicaid, unemployment payments, and schools.  These tend to favor Democrat-leaning constituencies.

Anyone who read the bill knew that the actual number of jobs created was going to be insignificant unless there was a massive ramp-up before the mid-terms.

However.

That's a recollection and while I'm sure it's fundamentally right, who knows to what degree of fervency? I obviously overstated my case already on the substance if not the degree.

I will just two things, one flippantly, and the other not.

I also urged Ace to ditch this awful softare and move to WordPress. Had he done so I could easily have searched the comments without spending forever and a day on it; and -- I'm convinced -- with WordPress's superior plugin availability, there would be less comment spam here and the site would be that much easier to monetize.

If for no other reason than not wasting server resources and slowing down page loads from spam... leading to more ad impressions.

Oh well. Pro-WP rant over.

Substantively, and on topic, this seems an egregious use of taxpayer money for political reasons. The Democrats should be beaten over the head with it in the next election.

If that's at all possible.

109 I don't think this differential in funding is a bad thing. It's like saying democraps are getting twice as much crack from their government dealer than republicans. But when the rug gets pulled from those districts, the withdrawal will be a wonder to behold. The democrap house of cards will tumble into the abyss and there will be no one to blame but those big gov't socialists. Since the repubs are not taking such largesse from the gov't, they will be better able to withstand the cutting off of the spigot.
